New Year, Same Fraud



Happy New Year. While a new year usually invites optimism, the facts uncovered in Minnesota demand serious scrutiny, not celebration.

 

New evidence has expanded what is already one of the most serious state-level fraud scandals in recent memory. Last month, we documented widespread abuse in Minnesota’s social services system, focusing on large-scale fraud tied to Somali immigrant networks and the protection, tolerance, and alleged cooperation of Tim Walz’s administration. The scope of that scandal has now grown substantially.

Independent journalist and YouTuber Nick Shirley released an investigation on X exposing fraudulent “daycare centers” operating across Minneapolis. The video has surpassed 135 million views because it documents what government oversight failed to catch or chose to ignore.

 

Shirley’s investigation was straightforward. He went door to door, visiting state-funded daycare facilities and asking basic questions, including why there were no children present during operating hours. In many cases, there were no children at all. No classrooms. No activity. No evidence of care being provided. What appeared to be fraud was exactly that.

 

This is not a minor administrative failure or a single program slipping through the cracks. Minnesota’s Child Care Assistance Program, or CCAP, was a flagship initiative of Governor Walz. He publicly touted it as a major achievement, including on the vice presidential debate stage just over a year ago.

 

Even setting aside the now-documented evidence of daycare centers that appear to exist only on paper, the program is indefensible on its face. Minnesota has poured nearly $700 million into roughly 4,000 daycare centers. That alone should have triggered aggressive audits and sustained oversight.

 

One example illustrates the scale of the abuse. The so-called “Quality Learing Center,” widely mocked for its inability to spell “Learning,” was set to receive $1.9 million in 2025 alone and has received more than $10 million in taxpayer funds since 2019, according to CNN. That level of funding would raise serious concerns even for a fully operational, high-capacity childcare facility. For a center with no children, it is indefensible.

 

If this level of fraud can occur in Minnesota under a governor who publicly championed the program, there is no reason to believe similar schemes are not operating in other states.

 

The response from legacy media has been telling. Rather than investigating the fraud, many outlets have turned their attention toward discrediting Nick Shirley for exposing it. That inversion of priorities speaks volumes.

 

Federal agencies, including the FBI, have claimed they are investigating, prosecuting, and freezing funds. That is necessary but insufficient. This cannot be allowed to dissolve into another bureaucratic shrug. State officials, agency heads, and program administrators must be subpoenaed and questioned under oath. Fraudsters must be arrested publicly. Programs this vulnerable to abuse must be overhauled or dismantled entirely.

 

Anything less signals that large-scale theft of taxpayer dollars is not only tolerated, but protected.
